Abstract The employment rate is the proportion of employed residents among those of working age (15 to 64 years). It reflects the capacity of an economy to use its labour resources efficiently. A high employment rate often guarantees the social stability of a country and, since employment is the main source of revenue for the majority of people, it is the main means of fighting poverty. The employment rate is therefore a very relevant indicator for sustainable development and a key indicator for employment policy: the Lisbon European Council (March 2000) noted that its overall aim should be to raise the employment rate in the EU from an average of 61% in the year 2000 to as near to 70% as possible by 2010, particularly through an increase in the participation of women.
